On 8 May 2017, 33 participants from the General Administration for Border and Crossings (GABC) and relevant stakeholders attended a workshop in Jericho on Cooperation among Judiciary and Investigative Authorities.

The workshop was structured to provide participants with an overview of the Palestinian legal framework on criminal investigations, reporting, operational and coordinating activities with the State Prosecution office. In addition to a presentation on the legal framework, practical cases and main procedural aspects concerning the Customs Courts in Palestine.

Brussels - 06 May 2016 - EUPOL COPPS and EUBAM Rafah participated in the Open Day of the European Institutions organised in Brussels. The event was a great opportunity to present both missions activities to a broad audience. EUPOL COPPS team was accompanied by Lt. Col. Tareq Dawabshah, Director of the International Communication and Liaison Unit of the Palestinian Civil Police and by Mr. Ahmad Hannon, Court of Appeal Chief Prosecutor to answer the numerous questions of the visitors.

From 2 to 6 May 2017, EUBAM Rafah organized a Study Visit to an EU Member State (Sweden) for 5 participants from the General Administration for Borders and Crossings (GABC).

The study trip took place at ‘Folke Bernadotte Academy’ in Sando island, which aimed at improving the professional performance of the Palestinian Authority officers in order to deliver future training modules while adopting the ‘Training of Trainers’ pedagogical methodology and the learning process.

From 2 to 4 May 2017, 17 participants from different security forces attended a training in Jericho on Criminal Investigations in relation with the judiciary, and on Risk Analysis Management System.

The training was structured to provide participants with an overview of the domestic experience on investigative activities and by illustrating the main legal framework and procedural methodologies, as well as an overview of international best practices.

From 25 to 27 April 2017, 20 participants from different administrations of the General Administration for Border and Crossings (GABC) as well as representatives from the Palestinian Ministry of Economy and Culture attended a 3-day training on Intellectual Property Rights, funded by the ‘Technical Assistance and Information Exchange’ program (TAIEX) in collaboration with EUBAM Mission.

On 3 and 4 April 2017, EUBAM Rafah successfully delivered a training on Human Rights for 22 GABC Officers from central departments and associated authorities.
 

During the two-day training, held in Jericho, the instructor presented an overview of the fundamental human rights with regard to the international law, the HR mechanisms and the HR in Palestine.
 

On 30 March 2017, the two-week Training for Trainers on ‘Border Document Security’ was successfully completed to 5 Palestinian Border Police Officers working within GABC.

The goal of the training, held by a Slovenian Border Police Officer, was to increase the capacity of the trainees in conducting controls on document security and fraud detection methods and techniques. Moreover, thorough the employment of the ToT methodology, the training aimed at boosting specific knowledge and practical skills of the participants in the perspective of creating a pool of specialized trainers.

On March 22nd and 23th a training on Criminal investigations and relations with the judiciary authorities, with particular focus on Customs criminal offences, took place in Jericho.

The training , addressed to 19 Customs’ Officers and Customs’ Police Officers, was structured so to provide participants with an overview of the domestic experience on investigative activities, by an illustration of the main legal framework and procedural methodologies, as well as an overview of international best practice in these matters.

On 5 March 2017, 16 participants from (customs, customs police, general intelligence service, preventive security, civil affairs, financial department and chamber of commerce) attended a 5-day training on rules of origin, funded by TAIEX ‘Technical Assistance and Information Exchange’ program and organized in collaboration with EUBAM mission. TAIEX expert Mr. Andrea Lombardi from the Italian Customs and Monopoly Agency conducted the training held in Jericho.

On 20 and 21 February 2017 a Workshop on the Set-up of a Police and Customs Cooperation Centre took place in Jericho. The Seminar, funded by the European Union in the framework of TAIEX “Technical Assistance and Information Exchange”, has been organized in cooperation with the General Authority for Border and Crossing with the support of EUBAM Rafah.
