On March 22nd and 23th a training on Criminal investigations and relations with the judiciary authorities, with particular focus on Customs criminal offences, took place in Jericho.

The training , addressed to 19 Customs’ Officers and Customs’ Police Officers, was structured so to provide participants with an overview of the domestic experience on investigative activities, by an illustration of the main legal framework and procedural methodologies, as well as an overview of international best practice in these matters.

On 5 March 2017, 16 participants from (customs, customs police, general intelligence service, preventive security, civil affairs, financial department and chamber of commerce) attended a 5-day training on rules of origin, funded by TAIEX ‘Technical Assistance and Information Exchange’ program and organized in collaboration with EUBAM mission. TAIEX expert Mr. Andrea Lombardi from the Italian Customs and Monopoly Agency conducted the training held in Jericho.

On 20 and 21 February 2017 a Workshop on the Set-up of a Police and Customs Cooperation Centre took place in Jericho. The Seminar, funded by the European Union in the framework of TAIEX “Technical Assistance and Information Exchange”, has been organized in cooperation with the General Authority for Border and Crossing with the support of EUBAM Rafah.

On 13 February 2017, EUBAM Rafah delivered a 3-day training to GABC managers and senior officials on Risk Analysis Management System in the framework of the Joint Road Map implementation.

The training aimed at improving the knowledge and capacities of GABC staff, providing the relevant tools to approach Risk and SWOT Analysis as a working method. Different methodologies were presented and discussed, in addition to practical exercises while adopting different training methods within the general frame of the “participatory approach”.

On 7 - 8 February 2017, EUBAM Rafah advisers delivered a Training of Trainers (ToT) course to 18 managers and officials of the General Administration for Border & Crossing (GABC) to further enhance the capacities for future training. The team of the Mission provided the attendees with the necessary methodology to conduct a training for their staff members.

On 15 February 2017, the Committee for Civilian Aspects of Crisis Management (CivCom) chaired by Mrs. Jana Kalimonova visited Palestine. The delegation was composed of representatives from 25 EU member states and a number of officials from the EU’s External Action Service from Brussels. The purpose of the visit was for EU delegates to familiarise themselves with the situation on the ground and the day-to-day work of the Mission. 

On 02 February 2017, An EU delegation comprised of Crisis Management & Planning Directorate (CMPD), Civilian Planning Conduct Capability (CPCC), and Middle East & North Africa (MENA-II) paid a visit to the European Union Border Assistance Mission for the Rafah Crossing Point (EUBAM Rafah) to acquire information on the development of the Mission activities in view of the next Strategic Review, to be presented to the Political and Security Committee next spring.

On January 25th, the Head of European Union Border Assistance Mission (EUBAM Rafah) Mrs. Natalina CEA presented at the Committee for Civilian Aspects of Crisis Management (CIVCOM) the Six Monthly Report of EUBAM Rafah Mission concerning the activities implemented by the Mission from June to November 2016, along with the main challenges and objectives ahead.

On the 16 of December 2016, The Head of EUBAM Rafah Mission, Mrs. Natalina Cea, participated  in the video conference organized by EEAS attended by the High Representative of the Union for Foreign Affairs and Security Policy - Mrs. Federica Mogherini and the sixteen EUCSDP Operations and Missions. DSG Mr. Pedro Serrano, Mr. Kenneth Dean, Civ.ops Commander/CPCC Director and Mr. Gabor Ikloy, Director of CMPD, participated in the video conference. The HoM briefed Ms.

On 7 December 2016, the Information Technology Project, to be implemented by EUBAM Rafah during the current mandate, started at the Palestinian General Administration for Border and Crossing (GABC) premises. During the kick off meeting attended by GABC managers and EUBAM staff and experts, the Head of Mission, Natalina Cea, underlined the importance of this opportunity as a basic step for the implementation of the IBM and Business strategies.
