In the presence of Stefano Tomat, Managing Director / Civilian Operations Commander (MD/CivOpsCdr) of the Civilian Planning and Conduct Capability (CPCC) of the European External Action Service, and an accompanying delegation from Brussels, EUBAM Rafah held its annual Medal Parade Ceremony in the Mission Headquarters located in Ramat Gan.

Followed by an opening speech of Stefano Tomat, three Mission Members from different EU Member States as well as two local colleagues were rewarded in recognition of their work on 28th February 2023.

From 20 February until 25 February 2023, EUBAM Rafah facilitated a study visit for a delegation of the General Administration for Borders and Crossings (GABC) to Budapest.

This visit aimed at identifying areas of cooperation with Hungarian institutions in the field of Integrated Border Management and Training and at boosting the relationship of GABC and the Hungarian counterparts.

Looting and illicit trafficking of cultural property have become major security concerns that also affect border management. Therefore, EUBAM Rafah organized a training seminar on Cultural Heritage Protection aimed at increasing the capacity of the Palestinian General Administration for Borders and Crossings (GABC) in fighting against trafficking of cultural property.

Following the successful completion of the training course on “Conflict Prevention/ Conflict Management” delivered by the experts from the German Police State Bureau for Training, Professional Development and Personnel of North Rhine-Westphalia (LAFP) in June 2022, EUBAM Rafah together with the General Administration for Borders and Crossings (GABC) opted for an advanced course that would foster knowledge, skills and competences.

In coordination with the Technical Assistance and Information Exchange program (TAIEX), EUBAM Rafah organized an activity on the development of a training strategy for its counterparts from the General Administration for Borders and Crossings (GABC). 

EUBAM Rafah successfully completed a course on leadership and management capabilities, taking place from 18 to 21 December and targeting a group of General Administration for Borders and Crossings (GABC) female officers embedded in a career development plan.

The same officers already attended EUBAM-facilitated training courses focused on project management and communication skills. This latest training course introduced them to various concepts of leadership and effective management.

The EUBAM Specialized Team, deployed in 15 October to the General Administration of Borders and Crossings in Jericho, has been composed of two experts from Hungary and two from Poland, all seconded to EUBAM by their national authorities. The Team first mapped the situation in the Command and Control Centre and Al-Karameh Terminal, and then delivered a series of well-tailored trainings for 40 operators of (GABC) Command and Control Centre and assisted GABC in drafting the Standard Operational Procedures essential for the Centre’s daily operations.

An EU Civilian Planning and Conduct Capability delegation paid visit to EUBAM Rafah. Accompanied by EUBAM Rafah’s Head of Mission, Mr Florin Bulgariu, they visited also the main Mission counterpart, the Palestinian Authority’s General Administration for Borders and Crossings (GABC) in Jericho and met the GABC Director General, Mr Nazmi Mhanna. The delegation had also an opportunity to see the principal GABC facilities, including the Command and Control Centre, established with assistance of EUBAM Rafah, and the GABC Terminal.

The EUBAM Rafah Head of Mission, Mr Florin Bulgariu and the Director General of the General Administration for Borders and Crossings (GABC), Mr Nazmi Mhanna signed donation agreement for an electric car for passengers with reduced mobility to support their movement within the GABC terminal in Jericho.

The visit took place in the light of the deployment of the Specialized Team for the Palestinian Authority’s General Administration for Border and Crossings (GABC) Command and Control Centre, composed of two experts from Hungary and two from Poland.
